There are many factors that parents and caregivers should consider when looking for childcare, including availability, cost, and location. Time and time again studies show that quality is the most important consideration because children grow and develop rapidly in their first years of life and learn best in stimulating environments with experienced and well-educated teachers.
California is part of a nationwide effort engaged in improving the quality of early education programs utilizing the Quality Improvement and Rating System (QIRS), which is designed to continually improve the overall quality of early care and education available. Napa County is participating in the statewide QIRS to improve the quality of early education programs in our community.
Quality Counts Napa County enhances early care and education of children from birth to age 5. Early education providers who participate receive support and recognition for implementing research-based practices to provide high-quality environments and experiences for our community’s children.

Home Visiting
The Home Visiting program helps parents take baby steps towards building a loving, safe and healthy home for their children. It is rooted in the belief that early, nurturing relationships are the foundation for life-long, healthy development. The program gives parents and caregivers the knowledge and tools to ensure their children are nurtured in a loving, safe and engaging environment.
The program is designed for parents facing challenges such as single parenthood; low income; childhood history of abuse and other adverse child experiences; or challenges related to substance abuse, mental health issues, and/or domestic violence.
Families are enrolled prenatally or up to when the child is three. Once enrolled, families work with Family Support Specialist until age five or until the child enters kindergarten.
Cope offers at least one home visit per week for the first six months after the child’s birth. After those initial months, visits are based on families’ needs and progress over time. Typically, home visits last one hour.
The Home Visiting program includes:
- Screenings and assessments to determine family’s risks and needs.
- Home visiting services
- Routine screening for child development and maternal depression
- Supporting parents in setting and reaching personal goals, such as furthering their education, gaining employment or improving their mental or physical health
- Referrals to additional resources to help address the family’s specific needs
- A parent’s personal resources – including knowledge, skills and attitudes toward parenting – impact their relationship with their baby. This program helps parents develop their personal resources to improve family functioning, strengthen the parent-child relationship, promote child well-being and prevent adverse childhood experiences.
